Only if he’s consistently giving & never getting angry . A lot of people will say they’re in love but don’t know or care enough to show it. Don’t allow him to make excuses about how he’ll change or how much he needs you or how or how it’s some now your fault. If he’s irritable or doesn’t put real work into the relationship, leave him & don’t be so permissive next time!
